Free, fair and open elections monitored by the allies are certainly necessary. I think the government would need to be in place a minimum of 9 months prior to withdraw.

Of course, we totally agree about democratic elections. We are not attempting some dictatorial power grab, we want a truly free democratic society.

To the United States delegate, why do you consider this 9 month period necessary?

Can we agree to these terms?

1) A general democratic election will be called immediately
2) This shall be monitored by allied troops
3) 9 months after a government has been installed all allied troops will leave and all Austrian economic property currently held by the Allies will be returned. During this 9 months the Allies will train Austrian military and police forces.
4) Austria will follow a non-aggression policy as indicated by this clause

i) Self-defence is defined as being the recipient of an act of aggression against Austria by a foreign force.
ii) If a the government is forced to declare war, the military may not advance beyond the borders of Austria

5) The occupying Allies forfeit their veto rights
